XXIInd International Congress
of Penal Law 2029
The XXIInd International Congress of the International Association of Penal Law (AIDP/IAPL), to be held in 2029, will build upon the tradition of addressing contemporary issues with significant implications for criminal law, as seen in past Congresses.
Under the theme “Core Values for Criminal Justice Systems”, it will address four key sections that reflect on the fundamental values of criminal justice systems.
Section 1 – “The Place of Criminal Law in Our Times” – will explore the role of criminal law in contemporary society.
Section 2 – “Gender and Sexual Identity in Criminal Law” – will focus on the intersection of gender, sexual orientation and identity, and criminal law.
Section 3 – “Rule of Law and the Independence of the Criminal Justice System” – will examine the capacity of criminal justice systems to uphold the rule of law and judicial independence.
Section 4 – “Climate Change and Criminal Law” – will discuss the role of criminal law in addressing climate change and environmental protection.
The concept note drafted by the Vice-President in charge of Scientific Coordination aims to initiate discussions within the Scientific Committee, support decision-making by the Board of Directors, and assist National Groups and Rapporteurs in preparing their research. Each theme, though distinct, connects to core societal values such as the protection of human identity, moral values, rule of law, and environmental sustainability, aligning with the United Nations’ sustainable development goals. Together, these sections form a cohesive framework that reflects on the essential principles guiding the criminal justice system.
